Guiding Responsible Growth

In Prince George’s County, we focus on growing responsibly by following a careful and organized approach to our land use goals and policies. Our development process is structured and ensures that the growth aligns with the community’s needs and values, following the rules laid out in the Prince George’s County Zoning Ordinance and Subdivision Regulations. The Planning Department is here to help you understand and meet these requirements, providing excellent support and guidance as you navigate through the development review process.

DARTS - Development Activity Review and Tracking System

The M-NCPPC Prince George’s County Planning Department has launched the Development Application Review Tracking System (DARTS), a new web-based platform powered by Tyler Technologies’ EnerGOV. DARTS replaces the former in-house Development Activity Monitoring System (DAMS) and is designed to better serve all County stakeholders.

Development Review Process

Subdivision

Preliminary plans are reviewed to ensure that adequate public facilities are available, or will be available in the future, to serve the proposed development. Final plats, reservation plats, and vacation petitions include all pertinent engineering data necessary to locate every street, lot, block, and boundary on the ground.

Urban Design

Comprehensive and specific design plans, conceptual and detailed site plans, and alternative compliance applications are reviewed for compliance with the Landscape Manual.

Zoning

Zoning map amendments, special exceptions, variances, special permits, certification of nonconforming uses, and departures are reviewed for adherence to the Zoning Ordinance.  The review often takes into consideration the reasonable use and unique physical characteristics of an individual property to facilitate responsible development.

Applications

Assistance is available to those filing zoning, subdivision, and urban design applications and citizens seeking information on pending development applications. Applications are reviewed for completeness, and applicants are advised on advanced notification and sign-posting requirements.

M-NCPPC Permit Review

Site plans submitted with grading, building, sign, and use permits are evaluated for conformance with the Zoning Ordinance, and comments are provided to the applicant. Note: Comments are also sent to the County Department of Environmental Resources—the agency responsible for the acceptance, processing, and issuance of permit applications.

Planning Information Services provides assistance when researching planning and zoning information for specific properties within Prince George’s County.

  • CB-47-2026 “An act concerning Development standards – Off-street Parking and Loading for the purpose of increasing the minimum number of required off-street parking spaces for apartment housing for elderly or physically disabled families”.

  • CB-69- 2026 “An act concerning Use Regulations – Special Exception Standards- Private Schools for the purpose of exempting certain private school uses in a Residential Zone from the requirement for special exception approval”.

  • CB-70-2026 “An act concerning Use Regulations and Dimensional Standards – Places of Worship for the purpose of providing for the approval of a detailed site plan for the development of property for certain places of worship, cultural facilities, monasteries, and convents under certain circumstances and amending use regulations to allow for modified design standards and intensity and dimensional standards for such uses on assemblages of twenty-five acres or more”.  

Status: Adopted on September 8, 2026

  • CB-71-2026 “An act concerning Home Occupation and Home Businesses – Regulation and Enforcement for the purpose of revising the definition of home occupation; adding the definition of prohibited home business; providing for the presumptive evidence of prohibited home business; providing for property owner responsibility; providing for certain enforcement procedures; providing for certain enhanced penalties for prohibited home businesses; and generally regarding regulation and enforcement of home occupation and home businesses”.

  • CB-73-2026 “An act concerning Standards for Specific Sign Types for the purpose of amending the Height (maximum) of Sign (from base to top) for certain signs within the Industrial, Employment and Industrial/ Employment Planned Development (IE-PD) Zones of Prince George’s County”.

  • CB-74-2026 “An act concerning Accessory Dwelling Units for the purpose of adding definitions and designating areas for Accessory Dwelling Units consistent with authority set forth in State law; setting forth regulations for permitted Accessory Dwelling Units; providing for the prospective application of provisions and amendments adopted herein; and providing a severability clause for the provisions related to Accessory Dwelling Units in Prince George’s County”.

  •  CB-19-2026 “An act concerning Use Regulations – Qualified Data Centers for the purpose of prohibiting the authority in the Zoning Ordinance to utilize the prior Ordinance for Qualified Data Center uses, under certain circumstances, thereby establishing a single review process under the Zoning Ordinance for Qualified Data Center uses; repealing the exemption from detailed site plan review for qualified data centers; and making a technical correction”.

  • CB-35-2026 “An act concerning Use Regulations – Day Care Centers for Children for the purpose of increasing access to childcare facilities by eliminating special exception approval for day care centers for children in all zones; providing for community notification of proposed day care centers; removing minimum parking requirements in all transit-oriented zones; reducing minimum parking requirements in certain transit-oriented zones; and providing for alternative parking compliance in all other zones.”

  • CB-76-2026 “An act concerning Commercial Reinvestment and Innovation Projects Act of 2026 for the purpose of establishing an alternative, streamlined development review and appeal process for the highest priority transit-oriented development areas, called Regional Transit Districts and Local Transit Centers in Prince George’s County’s Plan 2035 General Plan, to stimulate greater economic growth in Prince George’s County, subject to certain conditions.”

  • CB-77-2026 “An act concerning Community Service and Commercial Uses for the purpose of permitting certain community service and commercial uses by right in Residential, Single-Family-Attached (RSF-A) zones; and amending use standards for permitted community service and commercial uses to promote the productive reuse of existing buildings and ensure compatibility with surrounding neighborhood in which these uses are proposed.”

  • CB-81-2026 “An act concerning Residential Base Zones – Permitted Principal Uses – Sustainable Inclusive Mixed-Use Community for the purpose of defining the use “Sustainable Inclusive Mixed-Use Community” in the Zoning Ordinance; permitting the use in the RE (Residential Estate), RR (Residential, Rural), and RSF-95 (Residential, Single-Family-95) zones pursuant to the grant of a special exception; and establishing certain requirements applicable to said special exception.”

  • CB-82-2026 “An act concerning Cannabis Dispensaries – Use Regulations for the purpose of making the use regulations for Cannabis dispensaries and Cannabis micro-dispensaries consistent with provisions of State law; and generally regarding Cannabis uses in Prince George’s County.”

  • CB-83-2026 “An act concerning Food or Beverage Stores – Convenience Stores -Tobacco Product Sales for the purpose of amending to the transitional provisions of the Zoning Ordinance to prohibit food or beverage store uses under the prior ordinance; modifying the definition of the Convenience Store use in the Zoning Ordinance to prohibit the sale of tobacco and tobacco-related products; remove certain use requirements for convenience store related to the sale of tobacco products; and providing for a transition period to ensure compliance.”
