The Competitive Retail Market Strategic Action Plan outlines key measures, policies, programs, and financial incentives that the County can undertake to leverage areas of opportunity, strengthen and diversify the County’s local and regional retail base, attract and retain desired high-quality retail, and address the incidence of marginal, at risk, or failing retail centers. The Strategic Action Plan includes 6 major strategic actions, with 26 subactions, that are all based on key areas of opportunity. Each action and subaction recommends lead agencies, co-leaders or strategic partners, a timeline for implementation, resource planning estimates, and concrete and actionable guidance on how to successfully implement each action.

The 2024 Approved Bowie-Mitchellville and Vicinity Sectional Map Amendment (SMA) is the approved SMA for Planning Areas 71A (Bowie and Vicinity), 71B (City of Bowie), 74A (Mitchellville and Vicinity), and 74B (Collington and Vicinity). This SMA was initiated shortly after the approval of the 2022 Approved Bowie-Mitchellville and Vicinity Master Plan. This SMA implements the goals, policies, and strategies within the Comprehensive Zoning chapter of the master plan to reach the community’s vision for the Bowie-Mitchellville and Vicinity over the next 25 years. The approval of the SMA updates the Prince George’s County official zoning map for the affected properties in the SMA area. The District Council initiated this SMA on July 12, 2022, through Council Resolution CR-089-2022 and approved the SMA through Council Resolution CR-052-2024. The procedure followed was in accordance with Sections 27‐3503(b) of the Prince George’s County Zoning Ordinance.

New Carrollton Metro is a Regional Transit District in Prince George’s County that is
experiencing rapid growth in transit-oriented development. Approximately 1,500 residential
units, over 1 million square feet of office space, and around 150,000 square feet of retail
are either planned, under construction, or recently built within a quarter mile of the New
Carrollton Metro Station. The station is also serviced by the Metrorail, Marc commuter train,
Amtrak, and local bus services, making it a hub for multimodal transit and a gateway to
economic centers in the region.
Despite the surge in transit-oriented development, the transit district and surrounding area
remain hard to navigate due to disconnected streets, the absence of bicycle facilities,
inhospitable pedestrian environments, and wide, auto-oriented roadways. The New Carrollton
Downtown Access and Connectivity Strategy aims to support the area’s transformation into
a walkable and connected downtown by advancing recommendations from previous studies
and offering new ideas for pedestrian and bicycle connections, crosswalk enhancements,
placemaking interventions, potential redevelopment, and street connections.

This report is the culmination of more than a year-long study of the Route 1 Land Redevelopment area that spans the Route 1 corridor from Quimby Avenue to Sunnyside Avenue, adjacent to the Beltsville Agricultural Research Center and surrounding neighborhoods in Prince George’s County, Maryland. The final recommendations in this report are based on a review of current and past plans for the area specifically the 2010 Approved Master Plan and Sectional Map Amendment for Subregion 1, a look at existing conditions along the corridor, community input from multiple workshops, and ongoing involvement of residents, property owners and coordination with stakeholders and government officials. The strategies and recommendations are intended to guide development and strategic planning along the corridor that aligns with the community’s vision, with the overall objective that investment along Route 1 and nearby neighborhoods will create a safe transit-way with its own identity that serves the area’s diverse needs. Berwyn Heights, a municipality in northwest Prince George’s County, Maryland, established a Quality-of-Life Commission in 2018 to address community concerns, particularly on pedestrian and bicyclist safety. This led to the creation of the Walkable Bikeable Berwyn Heights Task Force, which issued a report in February 2020 with specific recommendations. In fall 2021, the town sought funding from the Prince George’s County Planning Department’s Planning Assistance to Municipalities and Committees (PAMC) program to develop a Pedestrian and Bicyclist Safety Improvement Action Plan. Approved in May 2022, the project began in January 2023, aiming to enhance safety and accessibility through prioritized investments and a toolkit for additional safety treatments.
